Help - consignment authorisation
A consignment authorisation (CA) is an approval given by a receiving facility to a consignor (who can be producer or its agent) to transport a specific type of waste for a period of not more than a year.
A CA must be created before a waste movement can occur. The CA is then used to create transport certificates (TCs) for each waste movement covered by the CA. A CA can be created by a receiving facility with EPA approval, or by the EPA.

Create a new consignment authorisation (CA)
Consignment authorisations (CAs) can be created by the EPA or facilities which are approved by the EPA via their Conditions of Licence under the Environment Protection Act 1993 to issue consignment authorisations.
A consignment authorisation must specify the consignor of the waste, the facility receiving the waste, the waste code for the waste and the period of validity for the CA.
WasteTracker enables approved facilities to create CAs online. WasteTracker has data validation checks that eliminate many of the common errors made when creating CAs. WasteTracker also includes features that enable facilities to maintain their CAs more efficiently, record data on the CAs for their own business purposes and store default data to reduce the work involved in creating transport certificates (TCs).
WasteTracker provides three methods for creating CAs:
- Enter all new data – use this function to create a CA for a new customer or if you are a new user of WasteTracker
- Copy and edit from an existing CA – use this function if you have a current CA for a customer and you want to create a new CA for that customer with a different validity period or waste code.
- Batch copy multiple CAs – use this function if you have a number of CAs expiring soon and you want to renew them.

- Search for and select a single CA to copy
You must enter data in at least one of the search fields: CA number, waste code, consignor, receving facility or CA status. If there are more than 40 records matching your search criteria, you will be asked to further refine your search by entering data in more of the search fields.
TIP: Click the column headings in the Search results table to sort the list. Click again to sort the list in reverse order.
Click the Next button.
- Edit draft CA
Data from the selected CA is copied to new CA.
- Some of the data is automatically entered by the system and cannot be changed: i.e. the consignor and receiving facility.
- Some data can be changed for the particular CA: i.e. the new CA start and end date must be entered, contact details may change from time to time, and some waste data can be updated for the particular waste load.
- Some new data can be entered: add additional notes for transport drivers or others involved in the movement of the waste load to ensure that operations go smoothly.
TIP: Clicking the Print draft CA button will generate a CA without a CA number for checking only. This is not a valid numbered CA until you click the Create CA button.

Batch copy multiple CAs
Save time and 'renew' your CAs with batch-copying, so that the new CA automatically follows on from the expired CA, for the same period of time.
(To edit start and end date you must use Copy data from an existing CA.)
TIP: Only CAs due to expire within the next month can be batch copied. CAs which have expired or have been terminated cannot be copied.
TIP: All CAs created through batch copy start on the day after the expiry date for the CA from which they are copied.
TIP: All CAs created through batch copy have the same validity period as the CA from which they are copied.
- Search for and select each CA you want to copy
You must enter data in at least one of the search fields: CA number, waste code, consignor, receving facility or CA status. If there are more than 40 records matching your search criteria, you will be asked to further refine your search by entering data in more of the search fields.

Select to CA or CAs you want to copy. The validity period of the batch-copied CA is the same as the original and starts on the day following the expiry date of the original. All consignor, waste and receiving facility data are also copied.
TIP: When batch-copying it may be more convenient to 'select all' CAs returned by the search, then deselect those you don't want to renew.
Click the Batch CA button.

Only CAs with an expiry date up to 30 days after today's date can be copied.
Check the details of the CAs copied.

Use the Existing CA screen to locate the CA when you want to:
- Create TC - create a TC under the selected CA.
- Edit CA - edit the contact details of the consignor (or draft consignor) or receiving facility listed on the CA. These updated details will be copied to all subsequent TCs created under the CA.
- View CA - display CA details onscreen, and
- Print CA - generate a printer-friendly version of the CA displayed.
- Terminate CA - allow no more TCs to be created under the CA.
TCs can be created in advance but waste must be picked up before the CA nominated on the TC has expired. The EPA will terminate any unused TCs once the CA has expired or been terminated.
- Create TC w/o CA - create a TC for waste transported without a CA; i.e. when waste arrives at a the facility without a valid CA.
You must enter data in at least one of the search fields: CA number, waste code, consignor, receiving facility or CA status. If there are more than 40 records matching your search criteria, you will be asked to further refine your search by entering data in more of the search fields.
TIP: Click the column headings in the Search results table to sort the list. Click again to sort the list in reverse order.
TIP: You don't have to type the complete name you are searching for. Refine your search quickly by typing the first 3 letters, say, of the business, the suburb, etc.
TIP: To get a list of current CAs, enter one or more search criteria and click on search. The CAs found by the search can be printed or saved as a .pdf file.
